"Who actually signs off the code, and are they in Australia?"
A named Australian QA lead, on every release. Ask any agency for the person's name. If they answer with a country instead of a name, that's your answer.
"Do I own the repository?"
You do, from commit one. It's in your organisation, not ours. Plenty of agencies hand over a zip file at the end and call that ownership.
"What's the number, and what happens if it changes?"
Fixed before we start. If something genuinely changes scope, you hear about it before it costs you — not in the final invoice.
Milestone one in ten days — or don't pay for it.
Ten days after we start you get a working milestone, not a status update. If you don't want to continue, you don't pay for it, and you keep the code. We can offer that because we've scoped it properly before quoting.
